Mandates – What are they?
Network vendors in the card processing marketplace deliver important communications to their clients and data processors that can contain required programming changes and important information and sometimes short deadline dates. These are referred to as “Mandates”.
Mandates can be a result of regulation changes, VISA/MasterCard rules, improved processing or changes in file formats. We want to keep you updated on how our priorities are set and changes forced for platform compliance.

Visa and MasterCard Spring 2012 Mandates
First Data/STAR
Visa PIN Authenticated (PAVD) Transactions – Effective April 15, 2012 – In Process
- Visa is requiring that issuers and issuing processors support PIN Authenticated Visa Debit transactions received over the Signature Network.
Visa Partial Authorization with Cash Back – Effective April 15, 2012 – In Process
- Issuers certified to perform partial authorizations are not permitted to partially approve cash-back amounts requested by the cardholder as part of the purchase transaction. If during authorization processing, the issuer determines that a cardholder has sufficient available funds to approve the purchase amount, but not sufficient available funds to fully approve a requested cash-back amount, the issuer must approve only the amount of merchandise purchased with a partial authorization response and not include any portion of the cash-back amount.
Visa Auto Fuel Dispense (AFD) – Effective April 15, 2012 – No Action for CU*Answers
- Visa is introducing a new processing option for fuel merchants as an alternative to the Real-Time Clearing process. AFD Merchants that obtain a $1.00 status check will be able to notify Issuers of the final purchase amount by sending a confirmation advice message. This is optional for April 2012 and will be required in October 2012
MasterCard – Maestro Refund Transaction Processing. Effective April 10th – No action for CU* Answers
- Effective April 10th, MasterCard is enhancing its support of Maestro Refund Transactions to no longer require a PIN when a transaction is processed using the magnetic strip.
